J. D. Williams is the director of State and Local Government for Oracle, responsible for relationships with state and local governments in the U.S. He held a similar position at PeopleSoft prior to the merger of the two technology companies.Mr. Williams retired in the fall of 2002 as the elected State Controller of Idaho when he chose not to run for a fourth term and return to the private sector. As State Controller he was responsible for the financial management of Idaho state government and also operated the state's Central Computer Service Center. His office received several national awards for best practices in electronic government and financial management. In 2001 it received the only Idaho Quality Commitment Award granted that year in Idaho.
Mr. Williams has been very active in promoting the use of technology in government and has been Chairman of the National Electronic Commerce Coordinating Council (NECCC) as well as President of the National Association of State Controllers, and Vice President of the National Association of State Auditor, Comptrollers and Treasurers (NASACT).
Mr. Williams was raised on his family's cattle ranch in southern Idaho and is an attorney and Certified Government Financial Manager (CGFM). He has his M.P.A. from Brigham Young University and a law degree from American University.
His public service includes being a Budget Analyst, Court Fiscal Officer, Deputy Attorney General, County Prosecuting Attorney and Mayor, as well as being elected three times statewide as Idaho's State Controller. He has edited and contributed as an author to five books on leadership and technology, including the one released last year: Leadership Secrets of Government Financial Managers published by the AGA and NASACT.
